I am stuck with this Babel.bat problem too, and it is frustrating. Yes, I am using Kaspersky, and yes I have both GSAK and the Babel.bat file set as trusted apps. Since the problem is intermittent, I agree with the theory that it may be a timing issue if Kaspersky is still opening the file and not doing anything with it.
May I suggest that in the code which processes the downloaded pocket query GPX files, you insert a short yield (200 millisecs?) just before the bat file is written or launched? This may give enough time for Kaspersky to open and shut the file in the background. It doesn't matter if the whole batch takes a bit longer to process.
