It appears that Geocaching.com is just clarifying their long standing policy against commercialization of geocaches.
Keystone's comments seem consistent with that interpretation, and it may be a part of a general tightening up of the interpretation for the solicitation and commercial content rules (i.e. I assume the same rules apply for any geocaching related software).
