The settings would have to be used on the target computer, which could be done manually the first time you restore to that computer. However, you are quite right that they also would have to be saved on the source computer if you are restoring settings from the source computer, so that they exist after the restore.

I don't see this as insurmountable - for example, if I'm transferring from my desktop to my laptop, I save the laptop restore settings on the desktop (remember you can open the dialog, select settings and save them without actually executing a restore). I now go to my laptop and manually select the desired settings (one time only). After I restore, the settings I saved on my desktop will also exist on my laptop.
