This suggests that Windows User Account Control (UAC) is the issue.
In the OP for this thread, Duncan described manually copying files from one user account to another user account, which we pointed out is not allowed by Windows. Have you done something similar - i.e. is there anything unusual about your installation of GSAK?
If so, please try installing of GSAK to a new folder (e.g. use "C:\Program Files (x86)\gsak8" during the install instead of "C:\Program Files (x86)\gsak"). Use GSAK's File>Backup and File>restore to transfer your data (but not your settings) from one install to the other and let us know if that fixes the problem.
