Yes, that's 100% correct. If there's nothing to combine, the combiner won’t run...

At this stage, I have no idea what the problem on your system is. Please select the database you are trying to export, then take the option Tools/Send debug info.

Make a note of the tracking number you are given and post it here. I can then take a look at your files and settings and try and figure out what's going on.
