Incapable of forcing update on State/County by HHL - 2013-08-20

So recently, ppete mentioned new polygons for Austria for use with FindStatGen. I don't use FSG, but I was intrigued by the instructions:

1) you have to update to at least GSAK 8.3.1.42 to get the latest polygons
2) you once have to run a complete update of the state and county information of each Austrian cache. Therefor open the "Load GPX-file" dialog and in the "County update" field of the dialog enter "Y", and in the "State update" field "S". Now open any single caches' GPX file or PQ
[...] Why one cache? I thought and marked them all for a refresh -- my DB, under GSAK 8.3.1.45, only has 2700 caches.

I noticed that when I open the refresh dialogue, access the load options, set the two fields mentioned above, close the dialogue, and then immediately re-enter the load options, the two fields are once more blank. Saving/restoring the settings or manual entry makes no difference.

I set the parts to bold where you did something wrong.
Accessing load settings from the refresh dialog is just for checking the settings and temporarily changes. You can't save them from there. See the lack of the OK button?
Do as advised: Go to the load dialog from the menu and create a saved setting. Use that setting for later loads and refreshing updates.
Why one? Because the county updates are done from GSAK's internal county database on your PC. A load (even of only one cache) is just the trigger for updating all caches that lacks the county entry (YB) or a general couty update (Y).
