If GCGetPq downloads the files, but for whatever reason the files are not available to be loaded, will it throw an error or just assume that there is nothing to be loaded and let the macro continue?

The latter.

Okay,

I'm wondering if this is in any way related to this post?

It is remotely possible that the underlying issue may be the same, but the load command does not use FileExists() - it uses a separate routine to actually list the files in the directory. If the list is empty then we don't run the load. So at the time the load is invoked it is not seeing any files in that folder.
