The county polygns where generated by many different people, so it depends on the polygon involved who should have a look at the problem.
Easiest is probably to just post the the GCcode, the country, the state, and what you think is the wrong & the correct county in the forum, e.g. in this thread.
There is however one thing you must understand: there is a limit to how accurate the polygons will ever be. There are different data sources for county borders, and these data sources may also give different results. If you compare for example borders between GoogleMaps and OpenStreetMap, you will see that they are not identical. Then the question is: which one is correct?
So don't expect the borders to be accurate within a couple of meters (10-15 feet), an accuracy of 50-100 meter (150-300 feet) is more what you can expect as maximum achievable.
