I could see a case being made for 11, but not for twelve.
By this listing (not counting Retired/Unique), the only way you get 12 would be to attend a Mega and the Maze on the same day. Not really realistic in my opinion.
By allowing the HQ/Block Party, you could actually get 13 if you hadn't logged HQ previously, or log an additional visit, but that requires you to be in Seattle. (Maybe even 14 is the Maze returns)...
Unfortunately this is all very location specific. Some areas have a yearly Mega, and those almost always include Standard Events and CITOs, but in other areas you'll not see one of these caches or some of the other rare types within 100 miles of each other.
I think putting the Diamond at 10 at least makes it attainable for most people, Yeah, it may seem easy to other, but It's a line that has to be drawn and not everyone will thinks it's correct...
If you live Denver, Colorado, US, your first find will get you Gold in "Head in the Clouds", you will never see anything lower, and an afternoon's drive will get you diamond with out too much effort at all...
Not sure where I'm going with all this rambling, but these are my thoughts. If it was me, I would put it at 11 instead of 10, but no big deal, 10 works. But this is from someone who lives 30 minutes from Seattle and probably could have got 12/13 different caches types last month.
