I definitely have a US-centric opinion, but I would definitely support 11 at the Diamond Level. I'm not sure what the breakdown of the other types of caches in your area, but maybe that would make the argument stronger for 10. Can you post numbers for the cache types in your country/area?

Sure. Here are the figures for Sweden (via http://project-gc.com/). The total number is 70,831. For each cache type I've also done a percentage of the total number, followed by the same percentage for the US numbers (except for events which fluctuate wildly).

Traditional Cache -- 58,289 - 83.2% (88.8%)
Mystery or Puzzle Caches -- 8,965 12.7% (6.8%)
Multi-Cache (Offset Cache) -- 3,062 4.3% (2.7%)
EarthCache -- 201 0.28% (0.62%)
Letterbox Hybrid -- 120 0.17% (0.45%)
Virtual Cache -- 12 0.017% (0.41%)
Event Cache -- 72
Wherigo Cache -- 98 0.14% (0.11%)
Webcam Cache -- 7 0.01% (0.02%)
Cache In Trash Out Event -- 4
Mega-Event Cache -- 1
Groundspeak Headquarters Cache -- 0
GPS Adventures Maze Exhibit -- 0
Block Party -- 0
Project A.P.E. Cache -- 0 (none were ever present in all of Europe)
Locationless Cache -- 0
10 Years! Event Cache -- 0

I've done 10 types in Sweden (trad, myst, multi, earth, letterbox, whereigo, virtual, webcam, event, cito) and it would be possible to get 11 assuming there are regular and CITO events at the same time as the annual Mega (which normally isn't true).

For 12, you need to find Mega+Maze or Mega/BlockParty+HQ. That's just not happening, for people in most places (especially non-US people). The first time ever it was possible at all outside the US was last weekend.

As far as I've seen from looking at other European countries, Swedens figures for virtuals and webcams are representative, definitely not low.
