You are making an incorrect assumption. Placed By and child waypoints are two completely separate and unrelated things - sorting by Placed By will not cause caches with children to sort in any way. A particular cache owner may have put children on his or her caches and that cache owner's caches with children are sorting to the top, but there may be other caches (by other cache owners) with children that are not sorting to the top.
Also, there are two entries next to "Children-All" in the database totals. One is for the filter, one is for the entire database. It is not clear from your reply whether you are reporting the children in the filter or in the database.
Please do the following:
1. Apply the filter so that you have the 948 caches.
2. Double click the center of the status bar to show the summary.
3. Look at how many children are in the filter (the box outlined in green in this screen shot):

If it shows 85, then there are 85 children in your filter.

Yes - the comprehensive guidebook/manual is the GSAK help file (Press F1 or go to Help>Contents).
Information about the database totals popup is in the help file (click here for the online help page with that information, which is the same as the built in help file).
GSAK has many, many features and we realize that it is not always easy to find what you are looking for, especially when you don't know that a feature exists. That's why we have these forums.
