i understand what you're trying to say, but isn't it 'strange' / obvious that every time the error occurs (and as i mentioned before, it occurs rather at a random base), the babel.bat file that at that moment exists, contains the '~1' in the filename, and if the error doesn't occur, the filename is without the ~1 ?
Note: in my opinion it doesn't have to shorten the filename at all, because it is max 8 characters. I also looked at my own GSAK on my laptop, and there also the filename part in the babel.bat is always the exact filename. I therefore don't have the error myself.
