OK. Please start by updating to the latest version of GSAK, which is 8.3.1.82 at this time (you are quite a few updates behind). To update, click here, download and run the last update in that thread (updates are cumulative, so you only need the last one). I don't think this will fix the problem, but it will give us a known starting point and give you the latest update with all previous bug fixes.

This usually is caused by something on your PC interfering with GSAK writing this file, which GSAK needs to do as part of the import process. The most likely cause is security software.
To test, restart your computer in Safe Mode (with networking) and try following the steps above in Safe Mode (with networking). If it works in Safe Mode, this confirms that some other software is interfering. Try opening your security software and exempting (or "white listing") GSAK.exe and your GSAK application data folder from "real time" or "live" scanning by your security software.
