You could try the approach outlined in this post (click here) to narrow down the source of the problem. I'd start by disabling Trend Micro on start up to see if that is the problem.* If so, you may want to check the Trend Micro (click here) support site or contact them.
If you still have the problem without Trend Micro loaded, then you'll know it's something else and can use the trail and error method described in the MSConfig post I linked to above to narrow down the cause.
*Be sure to enable Trend Micro start up again after your test - you don't want to be running without security software.
