I suspect this is the same issue as with the newer Garmin Nuvi models - i.e. they are using Media Transfer Protocol vs. USB Mass Storage (click here for a post related to this issue with the Nuvi). I couldn't find any confirmation that this is the case with the Tom Tom, but from what you describe, it sounds like it is connecting using MTP. I'd suggest you contact Tom Tom support and ask if there is a way to connect the unit in USB Mass Storage mode (like there is for Nuvi), which would allow Windows/GSAK to see and write to the unit.
