When the feature to upload log photos via GSAK was implemented, initially there was no size limit. However, it turned out that above a certain size (a little over 3mb), the API call to the geocaching.com would fail. So a too large photo could not be uploaded to Geocaching.com from GSAK.
Based on that, the current size limit (3 mb) was implemented.
