Yes, that's how it will work if you do not set a filter before performing the send.
Are all of the caches showing in the GSAK when you go to send the waypoints? GSAK is operates on "what you see is what you get" - if you have a filter set, GSAK will only send the waypoints in the filter. To ensure you don't have a filter set, please click the filter cancel button in the GSAK tool bar before sending the waypoints:

You also didn't answer the question about whether the caches are close (under 60 miles or 100 km) to your center point. For example, if your center point is in the middle of the ocean there will not be any nearby caches and, even though the caches will be loaded to your Montana, the Montana will not display them until you get closer to a cache.
