I just ran into this as well. API limit exceeded. Unfortunately GSAK plods through several automatic retries (wasting bandwidth and server time) before giving me the chance to observe the error and abort. IIRC, GSAK used to catch this particular error and give a meaningful message. I wonder if we could get that feature back?
