I'm not familiar with the Garmin 400 - do you mean Garmin Colorado 400 or Garmin Oregon 400? If so, make sure that you have selected the correct GPS make and model under GPS>Setup:

If that is set correctly and you sill have the problem, please:
1) clear your browser cache (see Section B in this post if you need instructions),
2) Download and install the last full version of GSAK (8.3.0.1, here).
3) Download and install the latest update (8.3.1.32, here).
There's no need to uninstall GSAK before doing the re-install, and your data should not be affected by the re-install.
Let us know if that fixes things - if not, we'll suggest some other troubleshooting steps.
