I just tested this on a dummy account - non premium so I would reach the limit very quickly.

When I tried to refresh a cache after my limit had been reached I *immediately* got the error (no automatic retries)

Admittedly you need to click on the show error button to get the full details, but to be specific, the error is not "api limit exceeded" but:
