Okay,
Restarted Win7 Pro 64bit in safe mode with networking.
Started GSAK
Ran my macro.
11 PQs downloaded
no load occurred
Canceled macro.
Opened Windows Explorer and verified that the zip files did download.
Ran macro again.
PQs download.
PQs get loaded.
Macro continues and completes as expected.

My macro is quite simple.
