What's the difference: the filename! It contains a ~ as far as I know for abbreviation of directories (ie.  C:\PROGRA~2\). babel.bat tries to find that file, but can't find it. So it's not the error that babel.bat can't be created, but it can't be runned.

Babel.bat is used by GSAK mainly to run the GPSBabel.exe but can also be used to run other command line utilities.

Command line utilities often have issues when passing Windows long file names (especially when there are diacritic characters in the name), so GSAK converts all Long file names to their corresponding short name equivalent (they have the old dos 8.3 format). Every Windows file/path has a short name equivalent and it is these short names where you can see the '~' in the name.

However, it is still not clear to me in this situation exactly what the error is your are getting. Can you please provide a screen shot of the *exact* error message you are seeing.
