I've solved my own issue:
* I uninstalled GSAK
* In c:\document and settings\..\application data\gsak ... I renamed that folder to "gsak 20131218" (current date)
* I reinstalled GSAK
* I copied the most recent backup file from the "backup" folder in the "gsak 20131218" folder, to the new backup folder in the new GSAK folder.
* I launched GSAK (yay, it worked!), then I restored from the most recent backup. and VOILA! My files, filters, settings, and macros were all back.
Thought I'd post this anyhow in case someone else is faced with this problem.
